Rated 5 out of 5 by from Believe the Hype! This is so cute and functional! Do NOT heed the reviews that say your dishes will sit in water - the drain tray is removable and you can dump excess water. Yes it is big, but if you have open space and you cook/do dishes often this will be a saving grace! I never write reviews but because I almost didn’t buy it based upon the statement about draining, I had to put in my 2 cents. Just buy this! Stop thinking, you won’t regret it and if you do regret it, just return it!

can I everse the levels and put the plates on the bottom?

depends on how big are the plates..... if you see on your magazine there are some big plates that are not going to fit on at the bottom part.
